Development & Building Permits
A development permit approves the use of a site, as well as the size and location of any buildings or structures. Development permit approvals must be obtained for new construction, renovations, businesses, and changes of use to existing buildings. Many projects are required to have a valid development permit before you can apply for a building permit to construct the building or structure, or to apply for a business licence.
All development permit applications must meet the zoning regulations of the property, such as land use, lot dimensions, lot area, etc. The Zoning Bylaw outlines the uses and development regulations of a particular zone. Taking a property development project through from start to finish is a complex process.

Building permits help ensure that construction and major renovations comply with local bylaws, building codes and health and safety standards. Obtaining a building permit can be a tedious and frustrating process filled with painful procedures, protocols, and red tape. You need to get the required permits before starting any stage of a project. A building permit is required when you:
- Construct any new building or structure
- Construct a new accessory building
- Make alterations, additions or repairs to an existing building or structure
- Complete a previously unfinished area in an existing building, (e.g., a recreation room or bathroom)
- Make interior structural renovations
- Demolish or relocate a building or structure
- Locate or relocate a manufactured or mobile home on a lot
- Remodel or construct a deck
- Construct a swimming pool
- Install or alter plumbing within a building/structure/ on a property
- Connect to a municipal sanitary or storm sewer system
- Install a new chimney or fireplace
- Enclose your carport or change your garage to living space
- Change the use/occupancy of an existing building, (i.e., from office to retail)
You will also need a special trades permit for:
- Any work on a fire sprinkler system
- Any work on a gas system
- Most work on an electrical system
- Most work on plumbing systems

These terms are broken down in the contract based on progress with a completion date included. Once the work is completed to a pre-determined point, a pre-determined payment is made, with final payment due upon completion.

The budget and a reasonable time frame are stated in the contract, which is signed by all parties with copies provided before breaking ground or the start any project. Check with our references and you can see for yourself if it’s not due to nature or outside forces, we do what we say, when we say.
We have done many renovations in the past, but Highlands crew was outstanding. They were always onsite, early in the morning. They were pleasant, polite and always cleaned up at the end of the day.
